Keith C. Wilson
Senior Water Rights Analyst

Former Senior Resource Agent for the Idaho Department of Water Resources (IDWR) Eastern Region; Former Engineer in Training (EIT) for Water District 01, Idaho Department of Water Resources, Former Radiological Control Technician for the Naval Reactor Facility (Expended Core Facility).

Experience: 26+ years in Idaho water right related issues with the Idaho Department of Water Resources with special skills that includes water right transfers, research, flow measurements, water rights licensing, training employees in use of water measuring and related equipment, and working with water districts.

Education: BS, Zoology, 1970, Louisiana Tech University; BS, Agricultural Engineering, 1978, Louisiana Tech University. Water rights and water related training courses required by Idaho Department of Water Resources.

Personal development: Technical courses in lubrication and lubrication principals and applications.

Pamela J. Reed
Environmental Scientist

Former Assistant Facilities Operator at the Montana Post and Pole Superfund Site, Butte, MT; Former Assistant Research Professor for the Montana Bureau of Mines and Geology at Montana Tech of the University of Montana.

Special skills include: a wide range of complex environmental problem solving; regulatory compliance under CERCLA; remediation implementation; environmental monitoring and sampling (water, soil and air); data analysis, interpretation and presentation; and water treatment plant operation.

Experience: 7 years working for the Montana Bureau of Mines and Geology as a contractor for the Montana Department of Environmental Quality at the Montana Pole Superfund Site.

Kristin M. Moore
Water Rights Specialist

Kristin has a sound foundation in geology which she has demonstrated by teaching fundamentals to new geology students at BYUI as adjunct faculty. Prior to teaching, Kristin completed two part time stints with the Idaho Department of Water Resources (IDWR) in Idaho Falls during the latter phases of the Snake River Basin Adjudication (SRBA). Kristin whetted her appetite for water rights, but also honed her skills in Arcview, while she was with IDWR.

Since coming on board with RMEA in the summer of 2007, Kristin has been a quick study in mastering the conversion of water rights for ponds. Although a relatively new addition to the staff, Kristin demonstrates enthusiasm and a "can-do" attitude that has already made her an invaluable member of the water rights team at RMEA. If you need a pond transfer or GIS analysis and mapping, Kristin is your person.

Education: BS Geology, Brigham Young University Idaho 2004.

Nancy Liebrecht
Senior Wetland Scientist
Environmental Planner/Landscape Architect

Previously: Founder and Managing Partner of Lone Goose Environmental, LLC, Idaho Falls and Rigby, Idaho; Senior Landplanner, Olivieri Architects, PA, Cherry Hill, New Jersey; Landscape Architect, Kanalstein, Danton, Johns, PA, Cherry Hill, New Jersey.

Experience: 17 years dealing with federal, state, and local environmental issues/regulation in Idaho, Northern Utah, and Western Wyoming. 7 years doing site analysis and site planning on environmentally sensitive sites on the Eastern Seacoast and Mid-Atlantic States. Site development addressed issues of wetland preservation, habitat protection for endangered species, maintenance of water quality, and stormwater storage.

Special Skills: The development of wetland delineation methodologies for use on large, complex sites using techniques now accepted by the Army Corps of Engineers in Idaho. The successful completion of mitigation plans for large, high profile projects.
