James P. Merrill
Environmental Scientist III

Mr. Merrill is an Idaho Falls native with six-plus years of professional experience in pollution response, facility compliance, and environmental project management. Prior to joining RMEA in 2024, he served in the U.S. Coast Guard as an Alaska-based Marine Science Technician (MST) specializing in oil spill response tactics, vessel inspection, and ICS. Following his military tenure, Mr. Merrill worked as a Deputy State on-Scene Coordinator for the State of Alaska Department of Environmental Conservation’s (ADEC) Spill Prevention & Response Division. He worked with industry in facilitating spill response drills and conducted routine technical review of state-required Oil Discharge Prevention & Contingency Plans (ODPCPs) and spill closure reports as part of his duties with ADEC. Mr. Merrill is an FAA-certified drone pilot with expertise in field science, technical writing, regulation interpretation, process improvement, and data management. With RMEA, he conducts Phase I & II Site Assessments, soil sampling, underground storage tank (UST) closure, and fuel spill cleanup. He is currently gaining proficiency in ArcGIS and is actively pursuing a MS in Environmental Policy & Management from American Military University.
